Where can i find Power Scrolls of Fishing in the game? I can't find any Fish Monger NPCs to get the Professional Fishing Quests, yet I've seen Fishing PS on a vendor.

Nope, it's not there.

Currently they can not be prepared or purchased in a game (some time ago, you could buy them). In fact, there is no difference of 100 or 120. 100 - the limit for fishing now. But soon these quests will be introduced to the game, and you can get them or buy. After this cap will be increased to 120.

Is recipe for Rune Carving Knife at all obtainable? It's supposed to be a common blacksmithy recipe, I've already found multiple copies of all the rare recipes, yet not a single one for Rune Carving Knife.

It supposed to drop in bags as reward for blacksmith's quests in heartwood / sanctuary. Totaly rare

Yes, i know how it's supposed to work, I said I've gotten every other recipe few times already and done thousands of quests. Are you saying you have that recipe and you got it from blacksmithy quest?
